$2.2 Million Award For Fingerprint Scanners

Titan's System Has Received FBI's Highest Level
of Image Quality Certification


San Diego (October 9, 1998) -- The Titan Corporation (NYSE:TTN) announced today that it has been awarded a $2.2 million order representing its largest order to date in the law enforcement fingerprint identification market.

The award to Titan's subsidiary, DBA Systems, Inc. of Melbourne, Florida, was received from NEC Technologies under the Federal Bureau of Investigation's (FBI) Card Scan Service (CSS) Program. Under the $2.2 million contract, NEC will purchase nineteen (19) ImagClear(TM) F5000 card scan systems and supporting equipment. Each ImagClear(TM) F5000 System can process over 2,500 fingerprint cards per day. With this purchase, NEC will have the capability to process over 47,000 fingerprint cards per day for the FBI.

DBA's ImagClear(TM) F5000 System was selected because it automatically scans and extracts the individual fingerprints from each card and can be operated 24 hours per day. The ImagClear(TM) F5000 System is currently in use in Fingerprint Card Processing Centers in Michigan, California, Illinois, Indiana, Atlanta, Chicago, Texas, Virginia and Australia. The award also included installation, training and maintenance services. Commenting on the announcement, Titan's President and Chief Executive Officer, Gene W. Ray stated, "This order represents another milestone in the success of Titan's efforts to expand its proven defense technologies into commercial applications and reinforces DBA's dominance in the high end fingerprint scanner market. This new customer order is extremely important in further validating our technology and system as the best in the industry."

Developed under Internal Research and Development, DBA's ImagClear(TM) Model F5000 High Volume Fingerprint Scanner was first certified in 1996 by the FBI against their Integrated Automated Fingerprint Identification System (IAFIS) Image Quality Specification (IQS) Appendix F requirement. Appendix F is the highest level of image quality certification attainable with the FBI.
