The PEO EIS BPA is structured for ease of use and achieving best value for the ordering activity. The PEO EIS Contracts Management Office (CMO) assists the ordering activity develop the required solicitation and selection documentation.

Using the PMSS BPA facilitates achieving the vision and goals set forth by the PEO. The PEO EIS Organizational goals associated with this BPA are:
  1. Implementation of standard processes across the enterprise.
  2. Improving products and outputs at the enterprise and program management levels.
  3. Facilitating horizontal technology integration between and among all PEO EIS products as well as system integration across functional lines.
  4. Achieving cost savings through reduction of overhead and the benefits of competition.

The goals require BPA holders to have strong qualifications and competencies in process improvement techniques and in effecting change management. Titan is committed to identifying and supporting change initiatives that enhance both organizational productivity and the PEO EIS organizational esteem. In addition, the ability to meet the mandates for performance based contracting is an expectation that can be realized using the PMSS BPA.
