PEO EIS PMSS BPA
The Program Executive Office Enterprise Information Systems Blanket Purchase Agreement (BPA), with The Titan Corporation as a prime contractor, enables the PEO Staff and Program Offices, to acquire a wide range of Information Technology and Program Management Support Services that include but are not limited to the following:
- Business, Cost Estimating and Financial Management
- Communications and Computer Support
- Acquisition Logistics
- Administration
- Contracting

- Program Management
- Property Management
- Manufacturing Production and Quality Assurance
- Purchasing and Procurement
- Systems Planning, RD&E

PEO EIS was seeking and continues to support a strong partnership with its management support contractor team. Titan was selected because of its strong commitment to customer needs and reach-back capability associated with a large corporation.
The PEO EIS Organizational goals associated with this BPA are:
- Implementation of standard processes across the enterprise.
- Improving products and outputs at the enterprise and program management levels.
- Facilitating horizontal technology integration between and among all PEO EIS products as well as system integration across functional lines.
- Achieving cost savings through reduction of overhead and the benefits of competition.
The goals require BPA holders to have strong qualifications and competencies in process improvement techniques and in effecting change management. Titan is committed to identifying and supporting change initiatives that enhance both organizational productivity and the PEO EIS organizational esteem. In addition, the ability to meet the mandates for performance based contracting is an expectation that can be realized using the PMSS BPA.
This BPA will be used primarily to support the PEO EIS organization. However, it may also be used to support other Active Army and Reserve Army activities. The Army ITEC4 contracting office manages the execution of this BPA.
How to use this BPA:
The PEO EIS BPA is structured for ease of use and achieving best value for the ordering activity. The PEO EIS Contracts Management Office (CMO) assists the ordering activity develop the required solicitation and selection documentation. Templates of this documentation are available on the PEO EIS Knowledge Management Site (https://my.eis.army.mil/). The CMO verifies that all required information is included and forwards the package to ITEC4 to solicit proposals from the two BPA holders for evaluation and award. Award is made after evaluation of proposals. The CMO points of Contact and COR for this BPA is:
